2000 – graduation from Pridneprovska State Academy of Civil Engineering and Architecture, the Construction and Engineering Faculty as a civil engineer.
2010 – graduation from the Dnepropetrovsk National University, named after O. Gonchar as civil service specialist.
Since 2020 Yevgeny Mahlevànny is a postgraduate student at the Institute of Gas of the National Academy of Sciences of Ukraine in the field of Heat Power Engineering.
From 2000 to 2008 – senior inspector, chief inspector, deputy head of the Price Discipline Control Department in public services in the State Inspectorate of Price Control.
From 2008 to 2010 – The Head of the Price Discipline Control Department in public services in the State Inspectorate of Price Control, Kyiv.
From 2010 to 2011 – The Head of the Department of Water Supply Tariff Policy, the Deputy Head of the Department of Heat Supply Tariff Policy in the National Commission for State Regulation of Energy Sector.
From 2012 to 2014 – The Director of the Department of Investment Policy and Technical Development in Heat Supply at the National Commission for Public Services Regulation.
In 2015 – assistant of people's deputy of Ukraine - Katser-Buchkovskaya; carried out consulting work on energy and housing and communal services.
From 2015 to 2018 – The Director of the Department of Technical Regulation of Energy Efficiency at the State Agency for Energy Efficiency and Energy Saving of Ukraine.
From 2018 to 2019 – Member of the National Commission for State Regulation of Energy and Utilities.
Since 2021 works at the Metropoliya Group as a Project Manager.
